The U-value is the thermal conductivity of a range of materials in a structure. This value represents the thermal conductivity of the entire building envelope element, for example, for the structure of a wall or roof. 

Energy performance regulations impose maximum U-values and minimum R-values on partition structures (wall, floor, roof, window, door, etc.). The current EPB requirements (including the U-value) can be found at https://www.vlaanderen.be/epb-eisen
